Approval of Broadway Square Block 9 Plaza Management Agreement
Commissioners voted 5 – 0 to approve the Broadway Square Block 9 Plaza Management agreement as presented.
The agreement is between Block 9 Partners, the Downtown Community Partnership (DCP) and the Fargo Park District. The agreement will last for a term of 124 months commencing as of January 1, 2025 and terminating on May 1, 2035.
During this term, the DCP and the Fargo Park District with jointly manage Broadway Square. The DCP will be responsible for programming, events, and daily cleaning and maintenance during the summer months (April 1 to October 31. The Fargo Park District will be responsible for programming, events, and daily cleaning and maintenance, including the maintenance of the ice-skating rink, during the winter months (November 1 to March 30).
Additionally, a governance committee will be established to oversee the management and strategic direction of Broadway Square. The committee will be comprised of one designee from the DCP, one from the Fargo Park District, one from the Block 9 Partners, LLC., and one designee from the City of Fargo.

Approval of 2026 Proposed Fees
Commissioners voted 5-0 to approve 2026 fees as proposed by staff for programs, events, facilities, pools, the Fargo Parks Sports Center, Courts Plus, golf, and Valley Senior Services.
As part of the annual budget process, staff are asked to evaluate current fees, participation trends, cost-per-participant, and comparable market research to determine recommendations for fee adjustments.
Proposed fees for programs and events are rounded to the nearest whole dollar. Athletic fields will increase by 6% based on comparable market data.
The Fargo Parks Sports Center includes minimal percentage increases for most rates, rounded to the nearest whole dollar. Larger increases were recommended for turf and community rooms where current rates are significantly below comparable markets. The indoor track will remain free for community use.
Courts Plus Community Fitness will see an increase of 3% in membership fees while continuing to include pool passes for members.
Green and cart rider fees will increase by 4% rounded to the nearest dollar at the Fargo Park District’s five public golf courses. There will not be increases in range bucket prices or footgolf. There will be an increase of 6% for all season passes, excluding senior passes, which will increase by 4%. Season pass prices are rounded to the nearest $5 increment.
Valley Senior Services will not see fees increase for any of their services or resources.
The Fargo Park District strives to maintain affordability by carefully balancing funding generated from fees with funding generated from taxpayer dollars, ensuring responsible use of public resources while still delivery high-quality offerings to the community.
There will be a public budget hearing at Fargo Park District board meeting on September 6, 2026 and the final budget will be presented for board approval at the October 7, 2026 meeting.
