Approval of Fargo-Moorhead Trailbuilders’ request for trail extension 

As part of the consent agenda, Park Board Commissioners voted 4-0 to approve a license agreement between the City of Fargo and the Fargo Park District to allow Fargo-Moorhead Trailbuilders to extend a single-track trail extension. 

The single-track trail extension will be on property that extends from the Forum Tower on 40th Avenue South to Lemke Park on 32nd Avenue South, behind the levee along South River Road and Hackberry Street.

Bids awarded for 2024 Fargo Park District fencing projects at North Softball Complex and South Maintenance Shop 

As part of the consent agenda, Park Board Commissioners voted 4-0 to award bids to Precision Fence in the amount of $32,910.00 for a project at North Softball Complex and to American Security Gate and Company in the amount of $41,785.00 for a project at the South Maintenance Shop.  

Staff recommended accepting bids from Precision Fence and American Security Gate and Company as they were the lowest bids while still meeting all specifications and staying within budget. 

Fencing projects and updates will begin early this summer. 

Approval of purchase agreement between the Fargo Park District and Cass County for the sale of the Robert D. Johnson Recreation Center 

Park Board Commissioners voted 4-0 to approve the purchase agreement between the Fargo Park District and Cass County for the sale of the Robert D. Johnson Recreation Center.  

At the regular Fargo Park Board meeting on November 14, 2023, Park Board Commissioners unanimously approved a resolution approving the sale of the Robert D. Johnson Recreation Center to Cass County for $825,000. In months since, administration have worked closely with legal counsel and staff from Cass County to finalize a purchase agreement. The Cass County Commission unanimously approved the purchase agreement presented on February 5, 2024.  

Below is a summary of the agreement:  

  • Purchase price: $825,000 

  • Closing date: as soon as mutually agreed upon by both parties 

  • Fees/costs: seller is responsible for fees and expenses incurred in providing an updated abstract; buyer is responsible for all other fees and expenses incurred to close. Each party is responsible for their own attorney’s fees 

  • Real estate taxes and specials: seller shall be responsible for all taxes/specials for 2023. Buyer will be responsible for all taxes/specials for 2024 and beyond 

  • Possession: buyer takes possession at closing. Seller assigns all leases to buyer at closing. Seller shall be allowed to continue to operate as it is currently on the property, without obstruction and without rent until June 30, 2024  

The Fargo Park District has owned and operated the RDJ Recreation Center, located at 1104 2nd Ave. S., since it was purchased from the Fargo School District in 1996. The building has been home to several Park District staff offices and space for a variety of programs and events. With completion of Phase I of the Fargo Parks Sports Center slated for early summer 2024, the space is no longer needed by the Park District.
