Meet the Fargo Park District Directors

Dave Leker, Executive Director

Dave is currently the Executive Director for the Fargo Park District. He has been with the Fargo Park District since 1999. Dave graduated from the University of North Dakota in 1989. From 1993 to 1999 Dave worked as Director of Parks and Recreation for the Beulah Park District.

Dave has two boys, Brody and Jace.

Carolyn Boutain, Enterprise Director

As Enterprise Director, Carolyn oversees a department that includes the five Golf Pro Shops, concession stands throughout the District, Courts Plus Community Fitness, Lindenwood Campground, rentals of bikes and kayaks at Lindenwood, and bike rentals at Urban Plains Park. Marketing is also housed in the department and they work with all Park District departments to create communication pieces and promotions for the District.

Carolyn has a BA in Music Industry from Minnesota State University Moorhead. She began her career in 1988 with the Fargo Park District planning the summer events at Trollwood Park and coordinating Santa Village. She became Director of Cultural Activities in 1996 and became Enterprise Director in 2018. She and her husband live in Fargo with their three boys.

Tyson Lund, Finance Director

Tyson began working at the Fargo Park District in March 2019. Previously he was employed at North Dakota State University as the Associate Director of the Business Office. As Finance Director, Tyson oversees the finances for the Park District including Courts Plus Community Fitness Center, five public golf courses, Valley Senior Services, Valley Senior Services Foundation, and the Fargo Park District Foundation.

Tyson has a Bachelor of Science degree in Accounting from NDSU, a Master of Business Administration degree from NDSU, and is a Certified Public Accountant.

He grew up in West Fargo and currently lives in South Fargo with his wife and three children.

Clay Whittlesey, Events Director

Clay is proud to be a third generation Fargon and grew up utilizing Fargo's Park system. He graduated from Fargo South High School, North Dakota State School of Science and received his bachelor's degree in Parks and Recreation from North Dakota State University. He has been working at the Park District in many different areas since 1981. He currently serves as the Events Director for the District. Clay lives in North Fargo with his wife Judy and their four dogs.

Dave Bietz, Operations Director

Dave grew up in Fergus Falls, MN. He attended the University of Minnesota, NDSU and finally finished with his Bachelor of Science degree in Business Administration from Rasmussen College.

Dave has worked for the Park District since 1991. He started as a seasonal worker working at Edgewood Public Golf Course. Later, he moved to the Park Maintenance Division and has held various positions throughout his career with the Park District in this department.

Dave lives in the community with his wife and two boys. He is an avid sportsman and enjoys camping and outdoor activities, as well as spending quality time with family and friends.

Kevin Boe, Programming & Facilities Director

Kevin started working part time at the Fargo Park District in 1990 and after graduating from NDSU in 1991, Kevin was hired full time as the Tennis Director at Courts Plus Community Fitness. He was promoted to the Program Director in 1995 and then moved up to the Director of Courts Plus in 1997. In 2018, Kevin was appointed the position of Programming & Facilities Director.

Kevin is married to Allyson; she is a 3rd grade teacher in the Moorhead Public Schools. Kevin and Allyson enjoy spending their free time watching sporting events, home projects and spending time with their dog named Bert.

Brian Arett, Valley Senior Services & Foundation Director

Brian has worked for the Fargo Park District for 40+ years and has been the Valley Senior Services Director since 1989. Under his direction, Valley Senior Services expanded services to rural Cass County and administers services provided to senior citizens in Richland, Traill, Steele, Ransom and Sargent Counties. Brian is a graduate of the National Leadership Institute on Aging, has a Bachelor of Social Work degree from Moorhead State University and a Master of Social Work degree from the University of Minnesota. He is a life-long resident of Moorhead and served for eight years on the Moorhead City Council.
